My HP Elitebook 6930p goes ON and OFF every seconds and have reballing video graphic chip but same problem and screen also goes black. Please help.

Does it come on and boot completely sometimes?
When it comes on, does it display on the screen immediately?
When you get to the motherboard, feel for any heated components apart from the processor (the PC needs to be switched on).

Actually this is the signs of dead gpu,.Generally the socket pins are melted due to excessive overheating. Try to find out first cause of such overheating(if you suffer same ).Reballing is not the complete solution if your system has overheating problem.
Does system is successfully boot?.if you switch on your pc the display came on or just blank screen with fan running?
I guess your display just goes on/off not the OS
If you have not any overheating issue then try to heat your GPU by hot-air method
