I've been affected by this thing that redirects my phone to the below screen shot and makes the phone vibrate when I switch on data. Not the first time but I solve through formatting flashing the firmware. After some days if not taken care of full screen ads appear Is there a simpler way. Thanks. Problem is probably an app you're installing.
If the phone is rooted, install Lucky patcher. Look through your app list and uninstall suspicious apps

Start by uninstalling apps you don't need.
List the apps here before you go ahead to uninstall
The source might be apps you've installed or websites you visit

I would uninstall a lot of apps on your list.
Lets go for an easier approach. Backup your important data then reflash the firmware using firmware upgrade.
After that, lets look at a list of all apps (present in stock).
The virus is either embedded in the firmware you're using or apps you've installed yourself, we need to rule out one of the two possibilities

Reflashed and installed the apps I mostly run. No problem yet.

My hot 4 does not surport MTK to tweak imei how do i do it without rooting it
