I've try all the possibility from reflash my MiPad 3 with sp flash tool , mi flash , and from twrp but no results , same problem ? It's something hardware?

Quite possible.
1. Does the device overheat or lag during use?
2. Have you tried booting into Safe Mode to see if the issue persists

Yesterday the device was very hot the screen but after became cold again , when I'm in fasboot mode doesn't reboot and when I'm in twrp also , only when he try to take the boot
I don't understand , looks like something happen with the hard disk

You need to try observe what triggers the reboot. Have you been able to link the rebooting to any action on the phone?

It is rebooting by him self , like in the video , the only ones place where the issue is not are in the twrp and fasboot mode .

What I see in this video is a Bootloop.
Its possible the firmware you've flashed are incompatible.
How many different firmware have you tried and have you tried a custom ROM?

Have you also tried factory resetting in recovery after flashing?
Also, do you have access with a working device of the same model?

Hi , yes factory reset made but nothing change
