Let me know if recovery gets flashed successfully.
If it is then that's how the custom recovery I port will be flashed

After loading the pac file, replace the recovery.img in the unpacked folder with this TWRP recovery.
Flash fdl 1&2 then recovery

Flash the recovery 3 consecutive times before rebooting into recovery

You should still be able to flash the TWRP on a locked Bootloader.
I need to confirm something
1. State the Build Number of your phone
2. State the Build Number or full file name of the firmware you extracted the recovery.img from
