My PC can't detect the phone

Boatloader is lock and I'm not sure USB debug is on because I factory reset the phone before I start experiencing the problem

Provided you install HTC drivers on your PC, you should be able to flash the RUU

likely USB cord issue,
have you tried using the original usb cord of the phone?

Also, ensure you've setup fastboot on your PC.
