I have Tecno Camon C9 that does not reboot (stuck at the Tecno Logo).

Although it's Tecno C9 (16G - 2G RAM)  - i.e. not PLUS/PRO, the version shown in the recovery screen is 
C9-H535B1C1-M-161129V83 

Which version should I use to flash it?
A friend recommended C9-H535B1C1-M-161222V88 but it's listed  here under C9 plus/pro, will it work?

As X3non recommended in the Tecno C9 Stock ROM thread, I dumped the current firmware of my device in scatter file format. 

Any help would be appreciated!

keep the firmware dump you made aside. 
then download the firmware for your build @ https://www.hovatek.com/forum/thread-19289.html and flash using miracle box @ https://www.hovatek.com/forum/thread-14106.html

keep the firmware dump you made aside. 
then download the firmware for your build @ .../thread-19289.html and flash using miracle box @ ...../thread-14106.html

wanted to verify something
unpack system.img from your backup using MTK extractor tool at https://androiddatahost.com/b7vvg
check the extract folder, you'll find a build.prop file. attach the build.prop file here

for file to try flashing, there is a similar build number as C9-H535B1C1-M-161129V83 on the list; flash only boot, recovery and system.img from that rom
if successful then boot into recovery mode and perform a factory reset then reboot the phone

The backup contains system.bin (not img). I renamed it system.img then I tried to extract it using MTK extractor (Android 4.x section). It extracted 2 folders only: apps and lost+found then stopped.

The apps folder contains many subfolders with one folder per app. I noticed that the extractor didn't extract all the apps (the last one is EVService). I couldn't find the build.prop file in the extracted files.

I downloaded  C9-H535B1C1-M-161129V83. Should I go ahead and use it to flash the device?

get the boot.bin and system.bin and rename to .img
Next follow the guide @ https://www.hovatek.com/forum/thread-20497.html
you stop at the create project step, no need to modify or repack.
The create project step will unpack system.img which will contain build.prop

Bro boot into recovery you we see your build number there like this C9-H535B1C1-M-161129V83 and find a firmware with same build number but if not fine see what you we do back your phone with miracle box and download a firmware now in you backup folder deleted system.bin, data.bin, boot.bin and replace with the download one and edit scatter file with note pad ++ search for system and rename for system.bin to system.img same goes with data and boot use Miracle box to flash

I prefer to flash the device after resolving the above issue to be sure I get the right firmware.

system.img seems broken, cant get the info we actually wanted from it. so it down to testing
try flashing ONLY system.img from the firmware you download from https://www.hovatek.com/forum/thread-19289.html
after flashing, perform a factory reset in recovery mode and lets know the outcome [remember its only system.img you're to try flashing]
