Phone just boots in TWRP recovery.

download recovery.img of the two builds, flash one after the other using SP flash tool @ https://www.hovatek.com/forum/thread-159.html
download DA file for your model @ https://www.hovatek.com/forum/thread-23243.html for flashing using SPflashtool
if flashing is successful, try booting into recovery mode using vol up + power button combo and lets know if any of two stock recoveries boots

fix for lib da not match is @ https://www.hovatek.com/forum/thread-439.html
that's what you're about to find out, SPft will give an error message if the da file doesn't work for you. no harm in trying it though

are you now able to boot into recovery mode after flashing recovery.img from this build CF7-H399BCDEFH-O-190107V170 ?
if yes, then try flashing all files except preloader from the firmware then perform a factory reset in recovery mode
then check if the bluetooth is fixed
