After rooting my phone (camon cc7) I recently noticed that my camera is now blurry (unable to focus) and if I take picture is contains a green tint. the "wide angle" camera is working normal.
I can't seem to figure out what's actually causing the issue

you can try a different camera app or clean the back camera lens or return back to stock to confirm if it has anything to do with the OS

After flashing stock rom, everything is back to normal. I've repeated the rooting process with the exception of modifying the fstab.*** Twrp still asking for decryption.

Can I flash back the stock recovery while maintaining root or better still switch to Philz recovery?

you could a different method of disabling decryption maybe flash force encrypt disabler @ https://drive.google.com/file/d/1As6z5v7...dEjy9/view then format /data
you can always revert back to stock recovery if you wish and yes, you can try philz (not sure this will be any better than twrp though)

I tried to flash no-verity-opt-encrypt-6.1.zip but I got error in twrp, then I tried format /data and got "unable to mount data" error. I can only format data via stock recovery

what's the zip flashing error?
can you mount other partitions e.g vendor e.t.c asides from /data in twrp > mount?
