I'm attempting to unlock bootloader via instructions here: https://www.hovatek.com/forum/thread-32287.html

I get the same error as a few on last step which seems to indicate different private key.
"FAILED (remote: Unlock bootloader fail.)"

Partition Name:                boot
Rollback Index Location: 1
Public key (sha1):           4ef67706cbea8d58992fe225ba61e3b47f223150

Can somebody please help from here?

just to be sure, did you enable oem unlock in settings before proceeding with unlocking the bootloader?
can you post a link to your vbmeta?

I confirm, "oem unlocking" is enabled under developer options.

rightly said, this has a different private key
you can try reaching out to the OEM, see if they will assist you with the key file

Already tried. Their tier 2 tech support doesn't know what a bootloader is much less how to unlock it. It seems the development team of the rom was outsourced and that group no longer exists.
Any other options? I was hoping to get a GSI system image onto this garbage device.

no other options asides that, not unless you can find this key lying around somewhere on the internet
