I have used different cables and pcs. my only worry is that the usb port for the phone was worked on by a phone repairer. is there no other way to flash the stock rom? maybe using sd card on the phone directly?

if different cables dont work then its likely the port.
since you have CWM, you could try flashing a custom ROM.

You'll need a PC and the M7 stock ROM.
The plan is to first root the phone then flash the created custom recovery using flashify or rashr
If the phone is too unresponsive then you best fix the port
