I've got a Verizon vs810pp Android phone that was bought outside Nigeria but seems it's locked to the Verizon sim. If I insert our sim like Etisalat mtn. It won't let me dial calls or turn on mobile data.
It says no mobile network available.
It detects that theres a sim inserted but an x sign is marked at the top of network signal.

Is there any chance of using a different sim on this phone

Try using a secret code to change your network settings.

I have tried the secret codes in the site you provided. But did not work. Would flashing the phone fix the issue?

Even if I dial *#06#
It does not display imei. I can only view the imei from settings.

I have also factory reset but did not work

There's  a very good chance of it working.
Not very certain flashing would fix it.
Since your SIM gets detected, it's between a locked phone and misconfigured network settings. 
Not even 2945#*88110# brought out a menu?

Yes that's the phone exactly. It's an Etisalat sim in the phone now. How do I screenshot the network icon. Or you mean the Verizon network icon
