[Please help] FILE EXPLORER DOESN'T START ON BOOTING ON WINDOWS 8.1

boot the PC into Safe mode (keep tapping F8 on boot)
let me know if it gets to Home screen

Have you tried a system restore like @ https://www.hovatek.com/blog/how-to-do-a...e-on-a-pc/ or repairing boot problems using a Windows installation media?
Also, how did this issue start?
(26-12-2016, 02:17 PM)xelaigwu Well, it started overnight without any warning whatsoever. As to how it came about, that is another million dollar question cos it worked fine with all my apps and installed programs until it decided to portray this problem

I think its software related
1. Do you have a Windows 8.1 DVD or bootable USB
2. At the Windows logon screen, Hold SHIFT key then click restart. Instead of Safe Mode, try last known good configuration
3. Boot into BIOS (F10 on boot) and run a hardware diagnostics just to be sure

Before that
At the Windows logon screen, Hold SHIFT key then click restart (from the power icon).
Select Troubleshoot > Adavnced options
Try system restore and system repair
