My Tecno y2 keep bringing the same message after every reboot and the message is configuration message from different Carrier
E.g am using MTN but each reboot keeps bringing glo configuration message I have tried clearing cache of messaging & storage setting to no help

Which SIM is in the other slot?

clear cache , then clear data from
* messaging and messaging storage
* badgeProvider and or BrandingProvider
if it still persist, then consider factory resetting the device
