I have a tecno W3 february 2017 variant that recently got stuck in a bootloop.
I have flashed it using SP flash tool on multiple laptops and different versions yet the problem persists; it's as if the flashing has no effect. Any sort of help would be appreciated.

do you know or remember the exact build number of the phone?
how many firmwares have you tried in total?
and did you perform a factory reset after flashing each one of them?

the build number is H806A1-M-170222V112
I've only flashed the firmware for this build
I performed a reset from TWRP but there was no effect; the files are still there.

you're saying two different things, 
1 your phone is stuck in bootloop after flashing
2 your files are still on the phone after performing factory reset 

what's the present condition of the phone?

The phone is stuck in a bootloop; I have no idea what caused it. 
I flashed it using Sp flash tool to fix the bootloop but there's no effect and even a wipe from twrp recovery does nothing. 
To clarify: Data on the phone cannot be modified through twrp or Sp flash  tool.

This points to a faulty emmc chip, you may need to take it for hardware repairs.

My fears are confirmed. Is there any way to know for sure that it's the eMMC chip? I don't want to take it to a repairer until I'm sure.

You already have the confirmation since you can boot to twrp even after flashing the stock ROM.
