Is this safe, Will the flashing of patched boot reset the phone? and again do I need to unlock my bootloader again because I have locked it back.

the file was trimmed and all trailing 00s (empty section of the file) was removed, there's nothing wrong with that
flashing patched boot doesn't reset the phone, unlocking bootloader however does reset the phone
if your device allows for flashing modified images using sp flash tool, then there's no need to unlock bootloader
