The build number: Build 20150703-183657 Mpie_3GW_B15_EMMC_32_4_QHD_DCHS_326_MpieM8 date UTC: 20150507-150135 Android v 5.0.0 Baseband: MOLY.WR8.W1315.MD.WG.MP.V43, 09/17/2014 10:10 Kernel v: 03.04.67 (root @ zy-190-d # 2) custom build version 1430895545

Only after * Recovery / factory reset / rebote * my M8 starts up.
It appears only the top bar and clean the screen.
There are no menus with icons and I can not run installed applications (phone, google play .....).
After you restart stops on BootScreen (MP MPIE).
It was again * Recovery / factory reset / rebote * will launch M8

have you tried reflashing the stock ROM?

Unfortunately, I was unable to find a rom to MPIE M8.

Might be a launcher issue. Can ADB detect the phone?

ADB sees the device can be controlled, reset and so on.
But runs completely (no launcher) only once. After * Recovery / factory reset / rebote *

you could try installing a third party launcher using ADB
