I was trying to install a new rom to this device
Then for sake of safety I backed up my current ROM
Backup completed then I restarted
And nothing happened it didn't come to normal it just again and again going into recovery mode
I did every thing ,formatted userdata ,system ,catche ,every thing
Help me what is this?

you shouldn't have formatted system.
1.did the issue begin after you backed up or after you flashed the ROM?
2. is the phone an original or clone?

You'll need to flash the ROM. Before we proceed, please,  confirm if the phone is an original Samsung or Clone

That's a symptom of a /system crash. Stock recovery doesn't touch the /system partition so it might've been a coincidense
