My passport Essential USB HDD drive won't formAt

I have this external hdd drive by name My passport Essential which was working fine before I gave it out now I got it back it won't show on my PC instead it shows as a local disk but the issue is that It won't let me formAt it it's file extension is RAW and windows does not recognize it pls I wouldn't mind loosing my data I just want it back

Connect the HDD to the PC then open Disk Management
does the HDD get detected there?

Yes it does even a drive letter is even assigned to it

Try using the M3 RAW partition recovery software @ https://www.hovatek.com/blog/how-to-fix-...in-windows

You can format it with command prompt:

in cmd >> diskpart;
list disk; (find your desired disk to format)
select disk x (x is the assigned number to the disk)
clean.
be sure to confirm you are cleaning the right disk. you might end up ruining your piece.
