Brox, I quite remember experiencing the same problem. When I connect the charger, it is seen charging alriggt but charge percentage doesn't increase but decreases.

You know what, it is a drainage from the board itself. The board is draining which as a matter of fact; making the phone not able to be fully charged. I suggest you get the board changed.

Some time it will add if I remove back and plug again it will start reducing again

Yes, that is the case. It will charge and you will see a percentage added but the phone never gets full "100%" it will surely solve it. Get the board changed because the drainage is from the baord

What if I backup a working one that charge and use it to flash

You can try that option; who knows)) you could be able to fix that but believe me, is a board problem. Activities that can cause this is when you over use the phone resulting in over charging; ie, using the phone whiles is still charging or let's say charging the phone more than dozen within 24hrs.
