Uboot and bootloader are somehow the same to some extend because the perform the same function. Without the uboot, the phone won't switch on or boot so I can say they say they are.

When you format, you don't make exception. You format everything but make sure format whole except bootloader is ticked. When ticked, it will automatically bypass the bootloader partition without formatting it.
