Yeah it checked.. And I used ultimate Android multi tool pro to factory reset it using fastboot and it boot normal and after some seconds the privacy password came again..

So am asking if I can use fastboot to format and flash the rom back

Have you tried the Miracle box method?.

That's the procedure I want to use but the device is not being detected by any pc if ON or OFF

When off goto device manager and connect tge phone to see if device manager refreshes

how did you manage to factory reset it using that Uni android tool if your PC cant detect the phone?

BTW have you tried another 
* USB cord  
* USB port on the PC ?

I have tried everything by changing USB cord and using different pc but still nothing

Looks like the USB port is OK.
Try updating the drivers using the connection-disconnection fix @ https://forum.hovatek.com/thread-439.html
