[Please help] Black Screen Appears During Laptop Startup

I Have Dell Inspiron 1440..  When I Start The Laptop Dell Logo Comes Up And Then A Black Screen Appears With A Blinking Underscore (_)..  After Than Laptop Boots Up...  The Blinking Underscore Blinks For 30 Sec- 1 Min..  It Causes Loss Of Time..  Any Way To Fix..?

enter your PC's BIOS setup 
change the boot order and make Hard drive the first on the list

Remove newly installed peripherals and try boot.

enter your PC's BIOS setup 
change the boot order and make Hard drive the first on the list

There Are Five Options On My BIOS ..  Which One To Select And Which One Not To Select..? 
1. Diskette Drive 
2. Internal HDD
3. USB Storage Drive
4. DC/DVD/CD-RW Drive
5. On board NIC

Internal HDD should be priority; followed by the others

just as Adonso said Internal HDD should come first to reduce the black screen time

* but just incase you need to boot from CD next time, you'd have to make CD Drive first
