USB port problem

When I connect a drive to my HP pavilion dv5000 USB port, windows doesn't detect it. And moreover,when I connect an Android USB cable to it with my phone it charges only.. Not showing that "USB connected"please help out

is it the same on all USB ports?

Either your USB drivers are corrupted or the ports are bad.
If this began recently then try doing a system restore using https://blog.hovatek.com/how-to-do-a-sys...e-on-a-pc/

Can an operating system prevent some system files such as USB port from functioning well...

Yes. Driver or Registry issues could cause this
