Launch Device Manager then connect the phone.
What does it get detected as?
And does it make a connection-disconnection sound?

It seems your preloader is not stable for COM port operations

Solutions you can try

Using a GSM box method

1. Set pinout with a Chinese flasher box
Set using the box main cable and pin 5 (android USB clip)

Set pinout as following

VCC---1
GND---5
D+---3
D- ---2
click on set pinout in any of the following box
Miracle , dragon and volcano box

2. Use preloader test point mode for flashing

If the connection-disconnection occurs just once then you could try to quickly right-click what it gets detected as and select Update driver software .
Refer to the connection-disconnection fix @ https://forum.hovatek.com/thread-439.html
