Now, lets take it step by step.
Have you setup ADB and Fastboot on your PC

Followed the steps closely and managed to root my phone. Downloaded root checker and it says successfully rooted device. However when i try to uninstall apps they don't get uninstalled. Is this device really rooted.

if you used root check to verify root, then the device is really rooted,
to uninstall apps, you'll need specialized apps (the normal built in installer wont remove system apps)
download link2sd from playstore (you can uninstall system apps using this)

NOTE: be careful with the apps you remove as removing some really important apps would brick your device.

I wan't to recover deleted files from this phone. Does this rooting method wipe the user data partition or write to it?

rooting doesn't affect userdata partition

"* Backup your important stuff as unlocking the Bootloader wipes your data"

So next question - does unlocking the bootloader wipe the userdata partition?

i see where you're coming from now
unlocking bootloader via fastboot will wiped usedata
to avoid that, you can patch stock boot using the guide @ https://www.hovatek.com/forum/thread-21427.html then flash patched boot using scatter file for your model @ https://www.hovatek.com/forum/thread-19288.html and SPflash tool @ https://www.hovatek.com/forum/thread-159.html
