I need a list of running apps like you uploaded for Safe Mode so we can compare

Clicking on it then stop as many services running inside the app

OK. You'll use greenify instead.
Before we get down to that, list out all the apps that are supposed to be frozen
i.e those running in Normal Mode but not running in Safe Mode
