Well i think a little water got in it.
The ram is 1 gig and the original Android version is 5.1 lollipop .

ok.
so I take it the botloop began suddenly.
First off, turn off the phone then backup the firmware in scatter format using https://www.hovatek.com/forum/thread-13347.html
we can then proceed with fixing

Owk thanks...
But i can't because the phone keeps restarting itself over and over and thats what i mean by the bootloop mine is in and i cannot hard reset it also.

The phone doesn't have to be on to backup.
ideally, you should have the phone disassembled by a hardware technician and dried properly. I'm only asking you to try backing up incase the person then goes on to flash an incompatible firmware.
I would advise you leave the phone off and have it looked at
