My windows 10 taskbar is no longer responsive, I can't click any of the system icons there, wifi, battery, notification and even the start menu. There is a file attached to describe it better.

Did you install anything new, try system restore.

Download the Start menu fix (attached below). Unzip and run it as Admin. Follow the prompt.
If the Start Menu issue persists then do a system restore to a time where the issue didn't exist. Refer to https://www.hovatek.com/blog/how-to-do-a...e-on-a-pc/

I forgot to add that I've tried system restore, after wasting my time, I got an error message that the restore was unsuccessful.

Quite a number of issues here.
You could create a new user (Administrator) then move all your stuff from within the new account.
If you wish to fix / retain the present account then you need to run a command in powershell

To launch powershell:
* Right-click on the Task bar and select Task Manager
* In Task Manager, highlight File and click Run new task
* In create new task, type powershell
* Tick the Create this task with administrative privileges box

Run this command in powershell
