This sometimes means that the battery is totally drained and needs to be boosted.
Launch device manager then connect the phone. Does device manager keep refreshing?
Also, have you tried taking out and reinserting the battery?

Yes, the device manager keeps refreshing.
Also, the battery is not removable (Tecno l8 plus)

Hold the volume up button when you connect to PC for flashing. You could also try the volume down button.
If that persists then connect to wall charger for 3-4 hours. You could hold the Power button (while connected to wall charger) from time to time .
Its quite possible the battery is drained.
BTW, how did the phone get bricked?

I've already tried holding the volume keys and the power + volume all to no avail.

The phone just stopped displaying and hangs at boot logo. An engineer flashed it and it came back to life for two weeks and then died finally without even getting stocked at boot logo anymore.

Will like to hear from you at the soonest.

sounds like a totally drained battery.
try disconnecting / reconnecting the battery (loosen the back cover down to the battery)
then allow the device to charge for a while.
