Seems your V10 has developed the dreaded bootloop.
How long does it stay in download mode before exiting and returning to a bootloop?
Would be nice to see a video clip of this too

That's the first phase, it should enter download mode proper, hope you didn't release the Volume up button when it showed this

Seems you'll need to take the phone to a technician or the service center. Heating up the board seems to fix the Bootloop issue. Its common on the G4 and V10
BTW, can it boot into recovery mode?

You'll need to take it to a technician then. Heating the board has brought some back to life but this seems to be a factory defect which LG is well aware of
