Thinkpad lenovo windows8.1

I deleted programmes in my lenovo thinkpad core i5 windows 8.1 add the settings applications disappeared. Can someone help please? Thanks in advance

Try System Restore Method.
You can open the Run Command Box using the Win+R keys together and type rstrui.exe and hit the ENTER key, then restore the PC to earlier date when the programs aren't deleted.

Its saying restore not complete, saying to switch off antivirus and even after it fails again

Launch command prompt as Admin then run

Code:
sfc /SCANNOW

Try booting the PC into Safe Mode to see if the issue persists. Also consider creating a new user account to see if it persists there too.
