Does your firmware have cache and userdata?
If no boot to a recovery mode and performance a factory reset

Yes there is cache and userdata. I downloaded the firmware from the forum. I can't boot into recovery mode due to the bootloop. If there is another method to put into recovery you know then please help me with it

Its quite possible yours is a different variant.
1. What was wrong with the C9 before you decided to flash?
2. Was flashing of both firmware successful?

The phone was put to charge when the batter completely dropped. Then when i tried to boot it was continuesly rebooting. It has a bootloop problem. Flashing the 2 firmware was successful

power off the phone or let the battery drain then
factory reset the phone in recovery mode; see https://www.hovatek.com/forum/thread-479.html

Well, lets hope it hasn't developed a hardware problem.
Can you get access to a working C9?
