The upgrade might be buggy. 
Was the front camera working before the upgrade, also how did you upgrade?

Actually I bought the phone upgrade like that. I don't how the first user upgraded it. Picture quality is perfect just the video recording

have you compared the video recording with a second X509 phone to see if there is any difference?
whats the current android version of the phone; lollipop?
if yes, then check for updates via system updates on your phone (maybe they i.e infinix might have released a bug fix)
you can also try downgrading back to stock kitkat rom and see if the blurred thing gets fixed

I downloaded s photo editor and it showed that 2mp is highest I can record on...i don't know if this same for other android version of my x509.i am running on lollipop

I would suggest you downgrade to KitKat because the Lollipop upgrade is kind'a buggy. Before you downgrade, backup your firmware in scatter format with Miracle Box as explained in https://www.hovatek.com/forum/thread-13347.html
