In sp flash tool there is a third submenu with options to specify region to format, whether EMMC_USER, EMMC_BOOT_1, or EMMC_BOOT_2. Which one should we select when attempting to format frp?

yes, in most recent versions there's now the option to select region
FRP is always in emmc_user (it's right there in the scatter file)
