I Cant Setup ADB on my windows 8.1 Pls Help

After Installation, When I launch,,, it opens and immediately runs some kind of command and force closes.... Even when ran as Administrator....

what can I do to get it working on my PC???

OK thanks....

Secondly,,, when I tried by passing the lock pattern of a tecno s3 phone with abd tool,,,,, it says something like

"rm *.key" permission denied...

And it always does this when the "#" sign changes to a "$" sign...

Pls how can I make his function properly on all devices???
