Please i need rom or alternative fix for HTC evo 4g+ phone,the phone does not seem to exist.

what exactly is wrong with the phone and how did the problem begin?
also launch device manager, then switch off the device and connect it to a PC. what does it get detected as?

It is a qualcomm, does not boot to recovery, bootloop is the fault , it is unlocked with s-on, i have used button down and power to boot to the screen that shows h-boot, fastboot , factory reset, etc, when i select factory reset it goes into bootloop again, same as when i select recovery
