My windows 10 powershell unable to launch.
It says contact your system administrator.

That is "This file does not have a program associated with it for performing this action,please install a program or create a association in the Default Programs control panel"

How are you launching power shell?

powershell is supposed to be located at 
Code:

%SystemRoot%\system32\WindowsPowerShell\v1.0\powershell.exe
meanwhile yours is located somewhere else under users directory. retry running powershell from the directory above

How are you launching power shell?

I launched powershell as administrator and I also launched it normally. (I right click on start button and clicked on powershell)

My PC powershell is located at "Local disk C: > windows>system32>windowsPowerShell>v1.0"
And when I try launching it from this directoy as administrator and as normal user, it says 

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. "
