experimentally, yes. you could try from all 3 oreo versions (8, 8.1 and 8.1g)
you should use the command "fastboot boot recovery.img" to carry out the test
meanwhile you didn't tell if you have the firmware? if you do, zip and upload boot.img and ramdisk-recovery

also is there a command like "fastboot boot boot.img", and can it be used to download a patched boot.img file?
