Hi everybody here ..I have a Itel S11 but when I switch it on it boots but show blue circle with a digital clock in the middle
...I have tried flashing firmware but no change...Any help pliz

Try factory reset/wipe data via recovery mode and see it can boot to homescreen.

Also answer the below questions; 
Was flashing firmware successful or it got interrupted with an error?
Did you take note of the phone's build no. before flashing it?

Yes the software flashing went successful and it showed the setup wizard where I had to select language but as soon as I selected.english it again showed blue circle with digital clock

Yes I took note of firmware build before flaahing

this blue circle, is it the phone's lock screen (can you swipe to unlock) or the phone reboots into bootloop?

No it doesn't bootloop
But there is away this lock screen comes up so fast....Because when I flashed firmware the lock screen couldn't even let me select language in the first boot setup wizard....
In short why is this lock screen coming very fast like half or 1 second

the last question best be referred to the manufacturer of the phone, maybe buggy rom and you can try flashing boot and system.img from a different rom build @ https://www.hovatek.com/forum/thread-20614.html
you didn't tell if you can swipe to remove this blue circle screen, but if you can then check if you can also pull the notification bar and access settings from the notification bar

Hello bro, its not a software problem, open the phone and  just remove the Sensor radar, hope you know what it is?  Do it and give feedback

Thanx myke but for sure I can't locate the sensor radar ....
Now I have uploaded pics of the motherboard may be u can help me locate the sensor radar
