maybe the battery is weak. remove it and charge it with desktop. also, make sure there's a memory card in the phone.
also, google for the exact button combo to boot your phone model into bootloader because its possible your combo is wrong

The phone is a battery with non removable battery, and it only has internal memory no space for memory slot....that is the phone condition

plug it to charger for 2 hours and see if it begins to charge. Hold down the power button for a few minutes while connected to charger. I suspect your battery is drained

The phone now boot into hboot now.... I was the one not patient before it now enters hboot and bootloader what's the next step

It shows unlocked at the top left corner then some information follows. Then it shows hboot with some key command below... Then fastboot, recovery and other information.... It also load into fastboot when I tried it. So that's the latest. Thanks

all you need now is the system.img for your phone model. do you have the firmware (RUU) for your exact model or a working custom ROM?

No I don't and its not on custom ROM...its the stock ROM.... How can I get the system.IMG or Ruu.... Its a HTC one s... T-Mobile branded. Thanks
