There is no folder named NVDATA, but there is a FILE named NVDATA in \vendor which I can't copy to external sd card.
*The fstab file is present in \vendor\etc which can be edited.
*Formatting \data doesn't work while it's encrypted

did you copy & replace the pre-exisiting fstab within \vendor\etc with the modified fstab?

try flashing magisk zip again & once its done, immediately backup only boot using twrp; zip and upload the boot backup then drop the link here
BTW whats the full build number of your device?

test 1 - copy recovery.img (you can use stock or twrp) into adb folder, boot your device to fastboot mode then attempt to boot into recovery using the command "fastboot boot recovery.img". lets know if the device is able to boot into recovery successfully
test 2 - patch stock recovery.img using magisk (i.e supply stock recovery.img to magisk manager in place of boot.img) , once patching is complete then flash to recovery partition (this will overwrite twrp) then reboot to homescreen and confirm if device is rooted using root checker from playstore (also check if everything include network reception works properly)

you can also try flashing back stock boot.img then try flashing magisk 19.4.zip (i.e magisk beta version) @ https://github.com/topjohnwu/Magisk/rele...-v19.4.zip using twrp
