either enable dot net framework from "apps & features" with internet (you can type apps & features into start menu to launch)

i dont understand your first method (attached photo) and i dont also understand that post Sad i am so bored.... this is my third attempt. i actually wanted to use DNSPY and for that, i need .net framework.And now this damn framework is not even installing  Angry

installing dotnet framework using the setup doesn't work from windows 8 up, you need to enable it
if you don't understand the post then state where you got stuck, also read important notice just below the guide itself; you can use the installers if you find the main guide difficult

ok i will give a try of that post Confused first two option, makes no sense... if i download all requirement file then what to with these... 
  1. Insert your Windows 8.1 DVD into your PC or Mount your ISO file

  2. Open the DVD drive or the drive presenting the ISO you just mounted
Do i need to buy the windows 10 DVD again? and then mount it? or downloading that ISO file will be good? how to mount it? Like - in the Boot option? or file explorer?

choosing between buying a new DVD or to download windows 10 iso is solely up-to to decide which you prefer ; but if you decide to downloading is easier, you might want to consider downloading the dot net installer under important notice section (less than 100mb in size) rather than downloading full windows iso of 4gb in size to save data (simply run the installer and it should auto complete the process)
if you have an ISO, you're to mount in file explorer; simply double click on it and it'll be mounted as a drive in "this pc" or right click > mount
