Can I create fake vendor partition to enable treble support and flash GSI ROMs on unsupported devices?

My device comes with Android 7.0 and it doesn't support project Treble.

Cam anyone help me please?

you can't create what already exists
Mine is too. So does this mean my device manufacturer can't release oreo update to my device?

i bet they can, they just don't want to. they'd probably rather you buy a new device for each time you want to use a new android version

Nothing to say, except that you either buy a new device that supports GSI or use your current device as it is
