I have prepaid wifi Huawei B312-939 but the ISP just provided me user account not an admin one, how can I access admin account in my own wifi?

there's really nothing like user separate from admin account on such devices, unless what they gave you is your login details to your network providers portal
visit the web management page of the router, it's probably 192.168.8.1 (you can use the command ipconfig /all to confirm this or just try it on your browser) then try login with the details you got

don't understand what you mean by web panel having user and admin, if you're referring to webui i.e the page that opens when you visit 192.16... then the user details is the same as admin (there's no difference if you wish you can reset the router if it has a reset button and login with your new details or admin admin)
and the configuration you're looking for is disabled on certain webui. search online and you might find modified webui's you can try flashing that has network band selection feature
