need help accessing router panel on Huawei b312 939

there's really nothing like user separate from admin account on such devices, unless what they gave you is your login details to your network providers portal
visit the web management page of the router, it's probably 192.168.8.1 (you can use the command ipconfig /all to confirm this or just try it on your browser) then try login with the details you got

what i mean is, the userlevel of my account isnt given access to these configurations
