i did all that, a different usb cable, different ports and different pcs, i even changed the phone's usb port panel ( the charging system board) to no avail, what could be the problem here?

when you're getting this problem, it points at three main things
1. Faulty USB port on phone
2. Driver problem 
3. OS problem

1.Can the phone boot to home screen and function properly (apart from this issue)?
2. Disconnect and reconnect the battery > Launch device manager > Connect the phone while holding both volume buttons > Device managerr should Drefresh . What does the device get detected as in device manager?


Thanks for the feedback, however;
1. USB port on the phone is not a problem since i swapped the phone's charging system board to another tecno c8 phone and everything including MTP works fine I can transfer data to and from PC smoothly.
2. No Driver problems since the other Tecno C8 works fine, no data transfer problem and I can even flash it using SP flashtool.
3. OS isn't a problem since I keep it updated regulary. I have three laptops having updated Windows 10, no driver issues.

As for the solutions you suggested;
1. Yes, the phone works well, I can use call, sms functions and other apps though some apps keep crashing ( I can't use some apps) so I decided to flash it there is where I found this issue ( device not recognized by PC, and I mean every PC!).
2. Im working on solution no.2 ( disconnect and reconnecting the battery to refresh device manager), I'll post the results soon.

UPDATE:

I have applied the solution no.2 I still get the same message (device not recognized by Windows) and in Device Manager I get this message popping up "Unknown USB (Device Desciptor request failed)".

It might be a faulty charging port issue, consider replacing the charging port.

charging port is fine, i can use it in other tecno C8 phones it works well, i even bought a new charging system board and tested it in this troublesome phone the problem is still there, i wonder may be the problem might be some ic chip in the motherboard of the phone, may be a hardware expert could tell where the real problem is.

if this is true then it's likely your device has a faulty hardware component, take your device to an experienced phone technician for proper checkup
