If i get you right, whenever you boot your Tecno m3, it shows a menu with cursor scrolling fast so you can't select any item.
1. Your volume down button might be faulty. Hold down both volume buttons before booting your phone and see what happens.
2. If 1 doesn't work then You need to flash a new Stock ROM. here's what you'll need:

PC
SP Flash tool
PdaNet
USB cord
Tecno M3 stock rom backup
preloader.bin
scatter file
uboot, secro, logo, mbr and ebr

Which of the above items dont you have?

Good. Now, extract all of them and put all the files in one folder. Next, you're going to use SP flash tool to flash these files into the bricked M3. Follow this guide @

if you are sure that u successfully flashed the ROM to ur t.m3 ..then try flashing cwm to ur device ..reboot the device to recovery mode ..while in recovery mode WIPE THE DALVIK CACHE, WIPE DATA/FACTORY RESET THEN FINALLY WIPE CACHE PARTITION ..then reboot ur device and wait for a few mins ..i guess it shud solve ur problem Big Grin
