Thats because your Bootloader is locked

Its OK . resolved by creating folder "Desktop" in C:\User\<my username>

i have watched the video and read the guide over and over but whenever am always setting up the adb
when it gets to https://blog.hovatek.com/bpyeki/uploads/...vers-4.jpg

after pressing y for install ADB system-wide?
it just quit the setup without copying the 4 file<s> and then opening a dialog
https://blog.hovatek.com/bpyeki/uploads/...vers-6.jpg
and after quitting, ADB is not in my local disk
