Flash as in factory reset, upgrade, won't boot... which?

They usually have a factory reset option somewhere under settings. check

Because my Samsung has a password when I insert a card Sim.
And my Nokia restarts every time.

Your Samsung is SIM locked and flashing it wont solve that. you need to enter the network unlock code.
For your Nokia,
1.  when did this begin?
2. what did you do before it began?
3. How long does it stay on before going off?
4. What are you usually doing on the phone when it goes off?

How can I get the network unlock code?  
1.It started since April.   
2. I did nothing before it began.  
3. It can stay 24 at 40min on before going off .
4.  when it goes off I usually boot it.

For the network unlock code, you'll need to use a free or paid unlock service (website).
For your Nokia, if a factory reset deosn't resolve it then it might be a hardware issue. Although you could try a firmware upgrade
