[Please help] My Tecno P6 having Hotspot Issue

After Using Software Data Cable to transfer File to A Friend.. The App Uses Hotspot. After Using The App. My Phone WiFi Hotspot Stop Working Like e.g If I turn On My Data Connection.. And Try turning On WiFi Hotspot.. The Hotspot Won't be steady.. It'll be Turning On And Off on it's Own.. But if I Off The Data Connection, it'll Turn on.. So if I turn on The Data Again it'll start Doing it again.  And I can't Use it To Share Internet on My Pc.. I want To Know How I Can Fix This please

have you tried uninstalling the app and doing a factory reset?

Yes I Have done still.. Its still happening..
